If you are referring to an actual text or MMS, which is one that contains media, you need to have cellular data turned on, also have MMS turned on in Settings>Messages, and have an SMS/MMS profile on your cellular account. If it still won't work, then contact your cellular carrier and have them check to ensure that you have the correct provisioning for SMS/MMS on your account.

If this is an iMessage, it can be either cellular data or wi-fi to send.
