If you were syncing photos to iCloud, sign in with the Apple ID used when syncing the photos to iCloud, and then turn photos sync on. The iCloud sync is very very slow. The photos sync is extremely slow. It could take several days or more for the photos to sync.
If you have restored a backup and not all the photos were there, there isn't a way to recover the photos. Do you have an older backup you can try to restore to see if all the photos are there.
