Quick Action "Create PDF" doesn't appear

Hello, I bought a M1 MacBook Air last month and I was trying to use quick action to convert an image or docx to a pdf file, but when I left click the document, there is no "create pdf" quick action. Did they remove this feature in Monterey? Do I need an extension? I just to use it a lot with my Mac Mini, but not is completely gone. Help.

MacBook Pro 13″, macOS 10.12

FWIW, it's still available for images when you control click on a file but is not available for others.
