Finish Home setup setting on artv4k does not work

I upgraded to ATV 4k and during the setup it asks me to "Finish Home setup”. I follow the instructions put the iPhone next yo the unit, get a 4 digit access code and it acts like to it is setting up but never completes and always says “setup failed”. I have unplugged and reset the AYV and the iPhone but always with the same results. The wifi connection is fine but the unit is not detected on the phone or on the Mac. Any ideas?

Verify that both devices use the same Apple ID account. Verify that iCloud services are activated on both devices. Verify that both devices connect to the same home network. Verify that Bluetooth is turned on for discovery of nearby devices.

Bring the iPhone slowly closer, while keeping other bluetooth devices away. For ultimate closeness, lay the iPhone on top of the Apple TV box – but in my experience it should already pair before that, at ~30 cm (1 ft) distance.

Thanks but that is everything I have been trying. When I bring the phone close it opens a window that says CONNECT, I touch it and it changes to SETTING UP but it never completes the task. After a few minutes it says SETUP FAILED (-71163). The phone is sitting on top of the ATV while doing this.
