Unable to use screen can’t reset using power button help!

If your iPad is unresponsive to input, connect your iPad to its Power Adapter and allow the iPad to charge. While still connected to external power, try a forced-restart:
Note: If iPad still doesn’t turn on, or if it gets stuck during start up, see the Apple Support article If your iPhone, iPad, or iPod touch won’t turn on or is frozen. Or if your iPad isn’t working correctly after you restart it, see the iPad Support website.
If you continue to experience difficulties, you will need to seek assistance directly from from Apple Support. You can contact the Support Team using the Get Support link at top-right of this page. Alternatively, you can initiate and manage your support cases using the excellent Apple Support App. If not already installed on your iPad, the App can be downloaded from the App Store:

It does not sound as if you followed the Force Restart directions completely. You need to keep holding past the swipe to shut down. And keep holding until the screen goes black and then keep holding until you see the Apple Logo. It doesn't come up quickly. Once you've held long enough for the Apple Logo to appear, you then let go and your iPad will restart.
Yes, did the restart with an apple support tech and unable to get the apple logo to appear. It will show slide to turn off and you need your password to restart and both of these need a touch screen capability. Connected to my Mac Pro and no action on that end either.
