Logins and Passwords lost in applications when upgrading to a new iphone

It is not normal. Do you meet the requirements for iCloud Keychain: Most specifically, 2 factor authentication for your Apple ID?

Have you enabled Keychain in Settings/[your name]/iCloud, and is this the same Apple ID/iCloud ID that the old phone had?

When I have done a restore previously all the applications came back with the login and passwords.
