Greetings shmadge,

You can certainly use your iPad without activating a cellular plan, you’ll need to be sure to connect to Wi-Fi though, so that your iPad has an internet connection.

When your iPad is all set up that’s done with these steps - Connect to Wi-Fi on your iPhone, iPad, or iPod touch

Connect to a Wi-Fi network
1. From your Home screen, go to Settings > Wi-Fi.
2. Turn on Wi-Fi. Your device will automatically search for available Wi-Fi networks.
3. Tap the name of the Wi-Fi network that you want to join. Before you can join the network, you might be asked to enter the network's password or agree to terms and conditions.

After you join the network, you'll see a blue checkmark next to the network and the connected Wi-Fi icon in the upper corner of your display. If you don't know the password to the Wi-Fi network, contact your network administrator.

During set up, you are typically prompted to connect to your network. Turn on and set up iPad

Prepare for setup

To make setup as smooth as possible, have the following items available:
• An internet connection through a Wi-Fi network (you may need the name and password of the network) or cellular data service through a carrier (Wi-Fi + Cellular models)
• Your Apple ID and password; if you don’t have an Apple ID, you can create one during setup
• Your credit or debit card account information, if you want to add a card to Apple Pay during setup
• Your previous iPad or a backup of your device, if you’re transferring your data to your new device
Tip: If you don’t have sufficient storage space to back up your device, iCloud will grant you as much as you need to complete a temporary backup, free of charge, for up to three weeks from the purchase of your iPad. On your previous device, go to Settings > General > Transfer or Reset [device]. Tap Get Started, then follow the onscreen instructions.
• Your Android device, if you’re transferring your Android content

Thanks.
