So I always unlock my notes using my face id but now it asks for a password but as I remember I didn't set any password. I go to notes settings and change the password but now I know that that change doesn't work for old notes. how to unlock my old notes now ??

Try opening the locked note a few times.
It will popup an opportunity for you to see the hint you hopefully setup.
There is no “failed attempt” limit, so feel free to keep on trying different combinations.

You absolutely did set a password, as otherwise even Face ID would not be required to access a note.
Once a Notes password is forgotten after it’s been requested, without supplying it, the note will remain locked forever.
Notes security issues..
