Can I access family organizers documents with family sharing?

No. The Family Organizer would need to specifically share their documents for anyone else to access them.

Click here-> Share files and folders in iCloud Drive on iCloud.com - Apple Support

Family Sharing does not offer direct access to other peoples files.
