The ability to configure iPhones was removed from iTunes many years ago, when iTunes was “unbloated”. A number of functions were removed, and on Macs iTunes no longer exists. It was replaced by separate apps for music, videos, and podcasts, and all device management was moved to the Finder application. But you can’t configure the Home screens with a Mac either unless you get the Apple Configurator application.

In general, you can’t. If your laptop is a MacBook you can install the Apple Configurator application. While its purpose is to configure corporate-issued iPhones, it can be used by a user to configure their own iPhone.
That just stinks. I use to do it on my older laptop (about 5 years ago).

Which laptop?
Which app are you referring to?
All apps are not compatible between iPhone, iPad and Mac.
All apps are not compatible even with iPhones, it will depend on the iOS that is installed.
Does anyone know why that feature was changed? Probably so you have to buy an overpriced MAC!.
