iPhone Blocking By PTA

Apple has given me new iPhone 7 plus as replacement of my old iPhone 7 Plus, which was PTA (Pakistan Telecommunication authority) approved and working well in Pakistan, but after replacing, IMEI number of new phone has changed and this new IMEI is not registered in Pakistan, which results in blocking by PTA, As PTA is charging heavy amount pkr-98,088 (USD-450) for registering new phone.

New phone was replaced because my old phone was dead by Apple technician while replacing battery of that phone.
