I have two clips, one is 17 seconds and the other is 21 seconds. Can I not have a 4 second transition between these two clips? Increasing the transition time from anything other than 1.0 second gives that annoying error message about not having enough time. Even stretching the length of the clips doesn't allow anything longer than 1.0 second.

If trimming back was unsuccessful, you can try deleting preferences and see if that cures it.
To delete preferences open iMovie while holding down the Option and Command keys and select to delete preferences in the
box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Now see if you can increase the duration of your transitions. Possibly you may need to reboot to set the changes. Deleting preferences is a safe procedure that will not cause data loss or disruption to your project.

You need to trim back (shorten, not lengthen) the clips on each side of the transition.
