Has anyone been successful in deleting an iCloud account for a deceased loved on so that the Apple Devices can be disconnected from the iCloud and reused? I don't have any passwords.

No. Apple Legacy team refuses to recognize there is no probate in California when under a certain amount. I have been trying to wipe the phone through apple for 11 months. Very frustrating and tgat department is very rude.
