Unsync Health App Sleep Alarm from iPhone to Apple Watch

Why can't I keep the sleep alarm noise (early riser) on my iPhone through the Health App without the alarm also going off on my Apple Watch? Seems like a bad software feature to not allow that option, especially when you can customize other app notifications.

• Push alerts is turned off
• Silent mode on Watch is on
• Nightstand mode is off
• Watch is not charging overnight
