Can’t open New iPhone

I have a new iPhone and already tried to transfer data from my old one, it didn’t work but now when I go to „Apple ID“ on my old phone, the new one is listed in „my devices“. But when I turn on the new iPhone I need to choose language and than a country. When I chose a country the phone always freezes and nothing happens… Can somebody help me please?
