How can I access the iCloud upgrade service from Botswana?
I have tried to contact the iCloud to upgrade my storage size without success. I’m resident in Botswana, how best can I access the service?

You cannot. iCloud+ is not available in Botswana at this time.

You can however, change your Apple account to a different country and use a payment method from that new country to use iCloud. If you have access to a payment method from say South Africa or Tanzania for example, you can change your Apple ID to that country and use iCloud+ then.

Do note, this charges the country for the iTunes and App stores as well, so content my different to what is offered in Botswana.
