I got my new phone from a friend and he doesn’t know the iCloud or password to the phone and the phone says iPhone locked to owner any help?

does anyone know how to fix it ?

Your friend needs to do this How to remove Activation Lock - Apple Support if it can't be done, the phone is useless.
