I have a Mac Pro 2013 running OS Monterey. The Mac gives me the option to unlock it with my ultra watch in security & privacy but when I click the box, it says my watch and phone must be unlocked to accomplish this task. The problem is my watch and phone are both unlocked and it still won't add my watch to unlock the Mac. I did restart my computer.

DId you do a forced restart of the watch (depressing and holding the crown and side button until the Apple logo appears)?
Similar for the phone how you do depends upon the if you have a Home button or not.
WIth Home button: depress and hold the Home button and on/Off button until Apple logo appears.

Try to restart the iPhone and the Apple Watch also to see if the problem persists
Thank you, restarting everything allowed the watch to sync with the Mac Pro.
Rebooted computer, watch, and phone...no joy.
