How to change the region for my Apple account?

my first region is Emirates since I bought and set up the first device. It is over many years I moved to Netherlands. I would like to purchase some items on apple store but it would not happen because of first region ( Emirates) I attempted many times to change the region on Netherlands it is not allowed! I received every single time to spend the rest of EUA currency charge ! I give it a way please tell me how can I change region without receiving this alert?
