Delete photos from iPhone but they aren't deleting from iCloud

I have used all my storage on iCloud so I want to clear it up. So I went into my phone and deleted thousands of photos. I then went to Recently Deleted and deleted them from there. That was an hour ago.


If I login to iCloud I still see all of my images. If I go to my iPhone Settings->Apple ID-> iCloud ->Photos, I can see that it is on but it says it is Not Syncing (not enough iCloud Storage). I tried turning it off and on again and it said Syncing paused so I hit Resume Syncing. It said Syncing... but then goes back to Not Syncing (not enough iCloud Storage).


Do I have to go in and delete all of these images from iCloud?

Is there no way to make them sync if I removed files from the iPhone?


I don't want to do this because on the phone I could hide my favorites, delete the other images, and unhide my favorites making it easy to delete unwanted images. I don't see a way to do this in iCloud.

 When you use iCloud Photos and delete photos or videos on one device, it will be deleted on all other devices where you're signed in with the same Apple ID. However, if you're receiving a message that iCloud isn't syncing or backing up because there isn't enough storage, you may be able to delete the photos and videos on the iCloud website.

Before you delete

Make sure that you back up the photos and videos that you still want. When you use iCloud Photos and delete a photo or video on one device, it gets deleted on all other devices where you're signed in with the same Apple ID. Learn how to delete photos and videos in iCloud Photos.

To see how much storage you have left on your device, go to Settings > General > [Device] Storage. Learn more about managing your device photo storage.

Delete photos and videos

1. In Photos on iCloud.com, select the photos or videos you want to delete, or double-click a single photo or video.
2. Click the Delete button, then click Delete.

Deleted photos and videos are moved to the Recently Deleted album.

3. To permanently delete photos or videos before they’re automatically deleted, go to the Recently Deleted album, select the items you want to delete, then click Delete [number] Items.

If an alert says that there's not enough iCloud storage

1. In iOS or iPadOS, go to Settings > [your name].
2. Tap iCloud. At the top, you can check how much iCloud storage you've used.
3. Tap Manage Account Storage or Manage Storage.
4. Tap Backups, then tap the device you're using. Under Last Backup and Backup Size, you can check  Next Backup Size. It may take a few minutes for your device to calculate Next Backup Size. 
5. If your backup needs more space than the amount you have available in iCloud, you can: 

Delete information that you don't need to reduce the size of your backup
Upgrade your iCloud+ plan to get more space

6. If you still need help, contact Apple Support.
