I can’t get Apple Watch app back on phone after deleting

If you can't download it then it is still on your phone.
Go to the app library on last page (swipe right on your main screen till you get to the library) and get it from there.
you Can put it back on a main page.

If you can get to it from the library it means that it is installed.
What happens when you tap on it? Does it not open the app?
Download it from the App store.

It won’t which is why I am perplexed.
I appreciate your help. I can get to that and it will let me view my setting but won’t download app or actually change seton my watch.
It will let me make changes but the changes do not go into watch and the app will not go into my phone. It’s very odd.
