How do you move a single existing app and its data from an old ipad to a new ipad

Apps are not transferred between devices. Instead, assuming that the App is still available for download - and is compatible with your new iPad - you simply download/install the App from the App Store on the new device. Whether or not you are able to manually move associated data between devices will be determined by the specific App. You may need to seek assistance from the App Developer.
By far the easiest way to move all you data and settings from an old to new device is to use one of the available transfer methods when setting-up the new iPad. This process will move all your data and settings - and automatically trigger installation of matching Apps on the new iPad.

If the donor iPad, from which you are transferring your data precedes iOS12.4, QuickStart will not be available.
