hello. I wanted to know why my phone keeps on re downloading my photos every time I enter the app and when I switch o my data and want to go through photos or even files it will say can’t download photo or video or file. But when I switch on my data it will use it then I am able to see my photo. This happens every time even on the same photo

This happens because you're using iCloud Photos. Without Internet access you won't be able to view or watch your videos. You'll need to either connect the Photos app to your cellular data or connect the iPhone to a Wi-Fi network. Learn more here: Set up and use iCloud Photos
