Preview launches on login despite a setting to the contrary

Ever since the upgrade to Ventura, Preview has been launching on login.

I have tried right-clicking on the icon, choosing Options and making sure the 'Open at Login' option is not checked. Still, it continues to launch on login.

I even tried turning on the 'Open at Login' option, just to check whether there might be a "wire" crossed somewhere.

Preview launches on login both ways.

Anyone else having this problem?

MacBook Air 13″, macOS 13.0

Was the Preview Application Open at the time the computer was Shut Down ?

Was the Check Mark Enable at the time the computer was shutdown " image below

If either this two conditions occurred when shutting down the computer - that may explain what is occurring

Preview definitely would not have been open when I shut down my laptop. I'm one of those people who quits all apps before shutting down. As for this check mark you mention, I'll look for it next time I'm getting ready to shut down. I don't remember seeing this, but I'll have a look. Thanks!

Yes to be especially watchful when shutting down the computer as that screen shot above is The Normal Screen that would appear when shutting down any Apple Computer

It has always been presented since I first used Apple Computer back in 2004 to today
