In-app purchases not working

So I set up a payment method for my phone, and I know it's a valid payment method with money on the debit card. I even connected it through Apple Pay. But whenever I try to purchase an in-app purchase, it says "Your purchase could not be completed" and all it says is to contact iTunes support. Anyone have any quick solutions I may not have tried?

iPhone 11, iOS 16
