WIFI at Login Screen

Hi,

Does Mac OS allow logging in to WiFi via the login screen? I do see the WiFi icon but I am not able to click on it. The only option available is the Keyboard setup. Running Monterrey.

Without Logging into the user account on computer with the Password - one can not access Wifi
