Cannot accept new terms and conditions

I am setting up a macbook pro for the 1st time. I have logged in using my Apple ID and no mater what I do, The terms and conditions accepted button remains grayed out and not clickable. I am unable to skip this process so cannot utilize any functionality to bypass this. Please help
