Hi,

Yes, you may downgrade your iCloud+ storage plan whenever you wish. However, be aware that with downgrading to a smaller plan or the free 5GB plan, anything stored in iCloud that exceeds the amount of available iCloud Storage you now have, will be lost/erased from iCloud.
