How to permanently delete an app from iPhone?

I get the option to move it to App Library and from App Library, the option to add it to Home Screen. But I don’t see an option to permanently delete an app and it’s data.

Is there a setting somewhere that prevents from accidental deletion?

If no delete option is available, there may be a restriction set on deleting apps. On an iPhone or iPad, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
