Mac, OS X Yosemite stuck on terms and conditions

I see this question is asked previously, but I don’t really see an answer. I have done a complete wipe of my hard drive and downloaded the original OS X Yosemite for this machine. After entering in my Apple ID, and going through several set up screens, it is hung on “terms, and conditions. The agree button is grayed out. Expanding & Scrolling through all of the text does not yield another accept or agree button. Has anybody found a fix for this?

Thank you for the response, it is an early 2013 model. So I figured out a workaround. I went back and chose not to put in my Apple ID and sign in without it. The following screen provided me with terms and conditions that had a working accept button . I will just go in and sign in later.
