Bought an iPhone 13 off of eBay and it is iCloud locked up what do I do

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.

If so, I'd say you've been scammed, though a full assumption on my part.

A. Contact eBay:

Contact the site, and ask that the seller be held accountable and that you get your money back.

B. Take this as a learning experience:

The next time you purchase an Apple device, then make sure that you can log into it. For an iPhone, have the original user use this site: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support. The seller should have known better.

EBay have a money back policy. I would try contacting the seller first and then, if you don’t get any satisfaction,I would suggest raising a dispute and eBay will refund your money if the seller doesn’t
