Does the issue occur with any song regardless of album or artist? Are you trying to add songs to an existing playlist or create a new one? If you do create a new playlist, then try to add songs, does that work?
Finally, we'd recommend restarting your iPod touch, if you haven't already. That will often resolve many issues.

In that case, if you're syncing the content exactly as outlined in Use iTunes to sync your iPhone, iPad, or iPod with your computer and it still isn't transferring over everything, we'd recommend reaching out to Apple directly. They will be able to look into why it's not performing as expected and resolve this with you: Get Support

That worked, thanks, and I appreciate your patience. It looks like this thing is going to wear me out trying to get it set up. It loaded my library, but not my playlists, and I can't change from artist to songs, and it didn't even load all of the music from all of the artists.
I have followed those directions EVERY TIME, and every time, it downloads a little bit more. This is about the 5th time I have done it, and this time, IT DOWNLOADED EVERYTHING!!! I thank all of you for your help, but most of all, for your patience! Have a Happy New Year!

Restarting it allowed me to access the library. Now if I can get it to Bluetooth my hearing aids, I'll be completely happy !
