Your iCloud Keychain essentially costs nothing. Your Keychain contains, amongst other information, all your saved Passwords for websites and WiFi networks. The Keychain stored on your device(s) can be synchronised with iCloud.
Every AppleID account has an automatic 5GB of iCloud storage - at no cost - from Apple. This 5GB storage quota is more than enough for basic synchronisation of device-stored Keychain, Contacts, Calendars, Reminders, Notes and some Photos and Files with iCloud. If you exceed the basic 5GB, you can subscribe to higher storage tiers as (and if) your needs grow:
