iPadOS supports connection of a wired mouse via USB. You should note that only basic mouse functions are supported - these being basic mechanical two-button and scroll-wheel.
More complex mouse functions require installation of appropriate device specific driver-software. iPadOS does not support installation of third-party drivers - unless they are incorporated with a manufacturer-provided compatible App.
To physically connect a USB mouse, you will require an appropriate USB-C to USB Type-A Adapter, or a USB-C Hub that incorporates a USB Type-A port.
