I imported a bunch of my photos (60k+) into the Mac Photos Library. However the Live Photos have the Photo and Video a different orientation. The photo is sideways and live video is right way up. The issue is if I rotate the photo the Live Photo also rotates! This seems like a bug to me. Is there a way to rotate one without the other?

I don't think that is going to solve this issue. It's not all photos experiencing this. The problem is that the photos that were imported had their orientation mismatched between the video and image of the Live Photo.
Most of the photos are fine, but some of my iPhone syncs to external drive had their orientation mismatched. So when I imported them back to Photos the images stayed with their orientation mismatched to the video. I'm looking for a way to just adjust the orientation of image without changing orientation of live video.
