No sync library option on iPhone or Mac - what next?

None of my devices show the option for "sync music" under Settings - Music or under Music app. Do I have to subscribe to Apple Music just to sync my owned music between devices>

No, you don't have to subscribe to sync but syncing is with this method: Sync your iPhone, iPad or iPod using your computer – Apple Support (AU)
