Is it normal that my iPhone 14 battery health decreased to 98% in less than a month?

Normal to decrease about 1% a month....on average. That's an average. Some months it may not decline at all, and then drop 2-3% the next month.....then go another 2 months with no drop, etc.

Think long term. Don't worry about month to month......otherwise you will spend way too much time worrying about the battery.

When the phone is 6 months old, health will be about 94-95%. At 12 months, about 88-90%. Expect to replace the battery at 22-28 months or so when the Battery Health is down to 80%

etsa ~ Dropping to 98% in the first month is normal as you don't know how long your iPhone 14 was stored in a supplier's warehouse before you bought it. But, in general, you can expect the battery's maximum capacity to decrease 1% every 1 or 2 months. Monitor the battery health over the next few months to see if it settles down to that normal rate of decline.
