If the Weather app is not deleted, but moved. Then you can find it in the App Library. On your Home Screen, swipe left until you arrive at the App Library. Find the Weather app, long press and drag it back to your Home Screen.

If the Weather app has been deleted, you can download it again in App Store (Download from iPhone)
