Make sure that in your Accessibility settings you have Full Keyboard Access turned OFF.

Thanks, Tom. This seems to have fixed the problem, at least in email. I would never have found this on my own!

This also seems to have solved the dictation problem. I was having with my iPad Pro. Thanks again!
