I just got a message on my devices saying, "Your Apple ID and phone number are now being used for iMessage on a new iPad" - but, I didn't get a new iPad - or recently sign in using my Apple ID.
Should I be concerned?
Is there some way of check to see what devices are linked to my Apple ID?

It is good to be cautious but I have seen that message appear when I know I did something such as charge an old iPad I hadn't used in a while. Waking it up caused it to try to connect and produced that message. I have seen that message on several occasions but each time it was something like that.
