Does apple still sell cord headphones? And if so, do they still offer a free exchange for new ones if you still have an old pair?

If by "cord headphones" you are referring to EarPods, then the answer is yes, they still sell them. AFAIK, they don't offer free exchanges for replacement unless an Apple Technician determines that the pair that you have has a manufacturing defect ... and within specific time period after you purchased them.
