Mac Mini Dual Monitor Issue

My mac mini will not automatically reconnect dual monitors upon restart/starup. The only way it will reconnect is if I unplug the USB-C monitor and leave the HDMI connection plugged in and then when on login screen, by plugging back in the USB-C sideboth monitors will light back up and it will operate in dual monitor mode for the remainder of the time being powered up. My software is all up to date, I've searched for drivers or updates for the monitors specifically,

etc. with no luck. Is there a way to fix this or even code in some kind of delayed start to the USB-C monitor once at login page?

Manually have to hard power down the computer each time if I don't catch the unplug/plug-in time right. Switching around monitor wires (unplugging/one first then the other/etc.) doesn't do anything except for freezing the computer until I manually hard reset again. Powering down/changing settings on monitors hasn't done anything either.
