It seems my iCloud account has been disabled. It will not allow me to add a new credit card for payment. Help please

My iCloud account was disabled possibly due to the credit card attached was hacked and cancelled. I want to add the new credit card number but it will not allow me.

iPhone 13 mini, iOS 16

Per Apple: If you see a message that says your account has been disabled in the App Store and iTunes Store, contact Apple Support for help. Nothing you can do will clear this, other than a discussion with Apple.
