Apple steps count

How does the iphone not count steps whilst driving? But it seems to count whilst I am cycling which I don't understand.

iPhone 6, iOS 12

No, it's not. Driving a car is like sitting in a chair. When you're riding a bike, your legs are moving and that moves you're whole body. It moves up and down, side to side. The accelerometer measures all of those movements. And, unless you drive very differently than I do, you're not moving very much when you drive.
