iPhone always defaults to "Back up data to iCloud" instead of "Back up date to this Mac" when connected to my Mac computer

I am on MacBook Pro Mac OS 13.3. Every time I plug in the iPhone into my computer to back it up and sync my files, the iPhone window in the finder shows "Back up your most important data on your iPhone to iCloud" selected as default.

Even if I change it to "Back up all of the data on your iPhone to this Mac" and click Sync/ Apply, it will revert back to iCloud the next time I plug in the phone.

I do not want to use iCloud for backup. I want all backups on my Mac.
