I’m trying to message my grandson Apple Pay but it says he can’t receive payment at this time. What am I doing wrong? He does have an apple phone

You probably aren't doing anything wrong.
Either he does not have Apple Cash set up or his Apple Cash account is restricted.
If he is under 18, an Apple Cash account has to be set up for him by his parents.
