iCloud backup not including all photos

I recently bought 2tb worth of iCloud space to backup my phone. i try to back it up and it completes the backup, however only 120gb are on my iCloud. I have thousands of pictures that aren’t being uploaded yet i’m not getting any error that says it can’t back up stuff, it’s just showing that it’s completed a successful backup (picture included for reference).

My wifi is fine, my phone is fully updated, i have enough space. why can’t i get all my photos and notes onto my icloud?

i don’t understand, even without the first thing you linked my iCloud is still not backing up my photos. I have over 10k photos on my phone right now but in my iCloud there is only around 3k. And my backup says successful. how do I get all my photos from my phone onto my iCloud so that i can buy a new phone?

If you sync with iCloud, which sounds like what you are doing, open photos. Tap library. scroll to the bottom of your library on your device and the current cloud status will be shown along with the number of photos on device. When you sync, your photos will upload to iCloud (it's not a true backup so if you delete an image on device it will also delete in iCloud). Plug your phone in overnight and let it be, it will sync.

If you do not use iCloud Photos, then your photos are part of the device backup.
