Apple Cash is only valid in the United States. And there are additional requirements listed here.

To use Apple Cash on an iPhone, you need to meet the following requirements:

  1. An iPhone running iOS 11.2 or later.
  2. Two-factor authentication for your Apple ID.
  3. A valid debit card to link with Apple Cash. This can be a debit card that is already in the Wallet app, or you can add a new one.
  4. Your iPhone must be set up with Apple Pay.
  5. You must be at least 18 years old and a resident of the United States.
