How can I delete this function from my phone?

You can't remove the function but you can avoid it activating. When you are ready to send your text tap on the send arrow - don't hold it. If you tap it it will just send. A long press activates the effects option.

Deleting "Send With Effects":

It is part of the iOS. It cannot be deleted.

Settings > Accessibility > Motion and disable Auto-Play Message Effects.
