I have deleted very important pictures from my old iPhone, those pictures were saved in my new iPhone and they have been deleted on the new phone as well. I need to recover them. I cannot recover them from my icloud

Did you have iCloud Photos enabled on your old and new phone when you deleted the pictures?

It sounds like you did when you say "I cannot recover them from my icloud" iCloud Photos is a syncing service.

Per Set up and use iCloud Photos - Apple Support "Photos delete from all of your devices:

When you delete photos and videos on one device, they're deleted everywhere that you use iCloud Photos. If you delete something accidentally, you can recovery it in the Recently Deleted folder for 30 days. After that, it's deleted permanently. "

Things to do:

- Check your Recently Deleted folder - Go to Photos > Albums, and tap Recently Deleted in the Utilities section.

- Make sure that iCloud Photos is turned on

- Sign in with the same Apple ID

- Unhide your photos

If none of the above work then they are likely gone for good unless you had them independently backed up.
